Competition Rules for the WORLD HPV CHAMPIONSHIPS 2006

1. Principle
There are no restrictions as to the type of HPV used in the competition. The only requirements are, obviously, that human power is used and compliance to basic safety rules. The varying nature of the proposed races should allow different types of vehicles to be competitive. However, in order to make the competition interesting for a broad field of participants, prizes will be awarded in different classes, in addition to the overall world champion title.
Any person who wants to take part to the races will have to show us a medical certificate that indicates his aptitude to cycling in competition, this certificate should be dated at worst 1 year before the championships.
Any person under 18 years old will need its parent authorisation to take part to the races
The event is organised under the responsibility of the French IHPVA affiliated association (France-HPV) together with the French Cyclism Federation (FFC).
Every participant is considered to know the regulations.
2. Safety
2.1. The vehicle should have sufficient braking power (at least 2 brakes) and stability, no hazardous components sticking out or open tube ends.
2.2. The rider should wear a hard-shell helmet. This is also the case for fully enclosed vehicles. This helmet has to be certified by a national or international organism (CE, CPSC…).
2.3. Chainguard is compulsory except when the chainring is inside a fairing or protected by the frame.
2.4. For open road races, although the access to roads will be blocked at most junctions, some vehicles might be allowed to move in the same direction as the riders. It is thus very important that you ride safely and obey French traffic regulations (cycle only on the right lane, allow others to overtake, etc). The organizers will make sure that marshals are posted at corners to improve safety, but ultimately the responsibility is yours!
2.5. The race officials can penalise violations of the safety rules with disqualification, before, after or during the race.
3. Competition parts
3.1. Specific rules for time trial races
- Starts are individual within a time frame established beforehand. Starting interval will be 1 min (or less when required). The riders have to be present at the beginning of their time frame. Help at the start is allowed.
- Drafting or using any method that gives a benefit through interaction with another participant or a person outside the race is prohibited during the time trial race. The penalty for violation of this rule is disqualification by the race officials.
3.2. Specific rules for sprints
- Two or more people will start simultaneously within a given time frame. Starting interval will be 1 min (or less when required). The riders have to be present at the beginning of their time frame. Help at the start for stability is allowed.
- After your run, quickly free the race track for the following riders.
- Stay in the authorised areas of the airport.
3.3. Specific rules for road criterium.
- A starting grid will be established based on the results of the prologue time trial. If a vehicle requires help for departing it will be placed at the back of the grid.
- The competitor must be able to free himself form the vehicle without assistance (useful in case of mechanical failure or crash)
- Drafting is allowed ... and fair play is also strongly encouraged!
- The race ends when the first rider has completed the four laps. In other words, if you are overtaken once, you will only have to complete three laps.
4. Vehicle classes
These categories apply if a minimum number of contestants are registered.
Note that no specific class exists for tandems, there will be classified as multiple-person vehicles. Riding several vehicles in different categories is allowed, but you will not be classified for the title of overall world champion. See below for point attribution.
If you have any doubt about your vehicle category, send us pictures.
4.1. Unfaired (new 2005 IHPVA class): includes both unfaired and partially faired with a tail fairing.
4.2. Fully faired: all other vehicles. Front fairing machines will race in this class.
4.3. Multiple-person vehicles (will override rider classes).
5. Rider classes
These categories apply if a minimum number of contestants are registered (amount will be determined by organisers, between 3 and 10).On the other part, if many participants register, we may open new classes (40-50 years old).
5.1. Female Junior (born after the August 5 1988 included(17 years old or less))
5.2. Female Senior (born from August 5 1956 to August 4 1988(18 to 49 years old))
5.3. Female Veteran (born before August 4 1956 included(50 years old or more))
5.4. Male Junior (born after the August 5 1988 included(17 years old or less))
5.5. Male Senior (born from August 5 1956 to August 4 1988(18 to 49 years old))
5.6. Male Veteran (born before August 4 1956 included(50 years old or more))
6. Points
Points are attributed according to ranking irrespective of vehicle or rider classes. For all races the maximum number of points and their distribution will be determined according to the number of participants.
Here's a graphical example if 200 riders enter a race: the winner earns 300 points.
A bonus equalling (rider average speed divided by race average speed) will be applied to take into account speed performance.
The overall world champion title will be awarded to the contestant obtaining the greatest number of points, to the condition that he has not changed vehicles between races. One title in each rider class.
Other world champion titles will also be awarded to participants winning in their respective classes and in each race.
Specific considerations
- For multiple-person vehicles, all riders gain the points related to the finish position.
- Multiple-person vehicle riders are not allowed to change rider either during a race or between races.
- During a race it is not allowed to swap vehicle. Only replacing secondary elements (wheel, chain rings...) is allowed. It is not allowed to remove a tail fairing during a race. If you remove a tail fairing or other fairing between races, you will not be classified for the overall champion title.
- Swapping to another vehicle class is allowed for different races, but you will not be classified for the overall champion title. However, the points for overall champion title will be attributed on a constant rider/vehicle basis.
7. Electronic time keeping
For all races, a transponder system will be used for time registration. The rider is responsible for a proper fixing of the transponder to the vehicle and also for any loss or damage.
A deposit will be asked for each transponder.
All participants will receive a race number or two from the organisation. This has to be properly attached to the right hand side of the vehicle, in a clearly visible way.

For any claims regarding, rank, point attribution, race conditions please contact the organising committee before the awards ceremony.
9. Anti-doping
To be eligible for a participation in these World Championships, the competitors must respect and comply in all aspects with the World Anti-Doping Code (Rule 45). In case of medical treatment please refer to a member of the organising committee. We reserve the right to perform controls on participants.
10. Award ceremony
The award ceremonies will take place at the end of the sprint races on Monday at the airport.
