No, just a nosecone, with maybe a windscreen.  A rain canopy 
could be attached to the top of the screen - the GreenHeart Micro 
Cab has a solid but removable canopy:

Suprisingly effective, considering the low speed of a workbike - but 
then your aggregate speed into the wind could easily top 20mph.
